Fighting crime by providing early childhood education. On Tuesday, the chiefs of police from Henrico and Richmond joined forces with the Richmond City Sheriff to call for lawmakers to fund pre-kindergarten education programs. Governor Tim Kaine has proposed expanding pre-k statewide.
